APN stands for access point name - the point of data entry to a mobile GSM network. Mobile operators offer public APNs to their customers, whereby all users share the same access to the mobile operators data network.

 So Roamafone's customers have access to mobile data networks through a private APN, so their connection in unshared, fast and secure.
This is achieved by fixing a static IP address to each SIM card (commonly referred to as a fixed IP SIM) on the private mobile data network.
